"to pay the salaries of 2 million or more Iraqi bureaucrats and soldiers to help stabilize Iraq after the fall of President Saddam Hussein, Pentagon officials said yesterday in revealing new details of a broad strategy to occupy and rebuild the country.I'd have to imagine that the Pentagon is taking on this incredible responsibility because it understands that a half-hearted approach to occupation cannot work.
