STICKING THEIR HEADS IN THE SAND DOWN UNDER: Australia's Foreign Minister, Alexander Downer,
rejected calls yesterday from Secretary Powell for a tougher international and regional response to Burma's jailing of Aung San Suu Kyi, saying that Australia would continue its current level of trade relations with Burma. Downer justified Australia's pusillanimity by reference to the herd: "I don't think it [i.e., sanctions] would make too much difference unless you were able to get China and the ASEAN countries on board and I think you are whistling in the wind if you think that's going to happen."
