RELEASES 3,000 prisoners in an amnesty to mark the anniversary of the nation's constitution. Many of the prisoners were accused of being members of
Hizb-ut-Tahrir, although Karimov's government is
also known for using the threat of radicalism to imprison political opponents and Muslims from any branch of Islam not directly controlled for the state. No key dissidents (such as
Ruslan Sharipov or
Muhammad Bekjonov, brother of the exiled opposition leader Mohammad Solih) are to be released.
