I think the better question, David, between the earlier post about President Obiang of Equatorial Guinea and Aliyev, is why are you surprised?

Most of my information on Central Asia, and specifically the energy dealings, comes from a couple different books - Robert Baer's See No Evil and Godfather of the Kremlin by Paul Klebnikov, who was assassinated in Moscow in 2004. Read those two and you'll see why the most shocking part of the article is that Bush actually sent a message saying he wanted Democratic reform before granting visits.
